He does not have to explain, he really doesnt.

The cons know that if any of them are ACTUALLY brought to justice the country will explode, by them, and therefore nothing will happen to any of them.

This is NOT the fault of Garland, individually, it is the fault of 50 years of allowing them to play by an ENTIRELY different set of rules.

Prove me wrong somebody, I would LOVE to BE WRONG!
