So yes, they can carry a payload. They aren't small retail quad copters that have been hacked to drop mortor shells or grenades

These are military grade systems.

But, they are not himar. They can be seen and fired at. They can be jammed by EW.

They will cause destruction, but the russians target civilian areas, not military. So they will give rus a capability they lack, but not in numbers or strength enough to make a real difference. Especially because they will be flown by russians...
