3. Only underscores how little it would take to make bare minimum housing (e.g., tiny houses) work

If only those determined to prosecute and jail the homeless--incurring $$$ in legal fees to defend such policies--would instead try to work towards even minimalist, but rapidly available safe housing in areas accessible to jobs.

While those interviewed seem more curious than belligerent towards the woman, it is interesting that though the man who described her as the "ski mask lady" had no evidence of her having posed a threat or committed a crime, had repeatedly contacted the police after seeing her. (Yeah, I know "suspicious" behavior, but still... )
