GEICO is owned by Berkshire Hathaway (read: Warren Buffett)
Berkshire's insurance interests are run by a very smart man named Ajit Jain.
Insurance premiums that accrue prior to the payment of claims are called "float." Insurance companies make money by investing the float.
Warren Buffett (i.e. Berkshire) uses that float to buy stock in companies. The money has to be paid back to pay claims, but from Buffett's perspective, it's an interest free loan to Berkshire Hathaway.
So they'll spend whatever it takes to get more customers to pay more premium. And the more customers they can attract to spread risk, the lower the premiums become.

I'm guessing it has to do with the twin bed phenomenon as well in old sitcoms.
