I have a sibling like this. Said sibling moved away and didn't even bother to give me an address much less a phone #. Makes you feel like a piece of sh*t, I know! I had a brother that died and I found out about it via an email forwarded to me for God's sake!

Best thing you can do is to try to at least get in contact with your mother and let her know that you love her and that you care.

As for your father, if it is too late, it is too late perhaps. Things can change. Maybe this event will be the type of change that is necessary to cause the dynamics within your family to change for the better -- a healing event perhaps (?).
