One of the best ways I can think of to meet people is doing volunteer work. Volunteer with the local Dem party, the food bank. If there is a cause your friend is passionate about volunteer for it here in PPDX to meet like minded people. I volunteered at Basic Rights Oregon, an LGBT group, when I first moved here. It was a great way to meet people outside the bar scene.
