Baylor reserves the rights to weigh considerations such as a) is the accused one of the star athletes, b) is the victim intoxicated or wearing clothing that makes them a target (iow, bullshit like this guy is spewing), c) is either the victim or the accused a member of a legacy family that makes generous contributions to the university on a regular basis, d) negative publicity to the university, or e) any combination of those considerations.
