An easy way and the most relaxing way to get there is to drive to the Coupeville - Port Townsend ferry terminal on Whidbey Island. Park your car there (Plenty of parking) and buy a round trip walk on ticket for the ferry.

Once you arrive on the other side, the wood boat festival is just a short walk from the Port Townsend ferry terminal.

Otherwise, if you want to take your car across, you need a reservation for the ferry and parking on the Port Townsend side is scarce.
