The University of Wisconsin is over for the school year, and a lot of people associated with it might be leaving for the summer right away. And a lot of people leave for the summer months or take vacations in June anyway.

I don't know of any particular problems in Wisconsin with the early voting or absentee system. When I've used it I actually checked in at my polling place to double check, and they had a record of my already having voted.
