1. have you tried all of the printer hardware settings?

I don't have the model you have, but my HP Lasejet has settings dealing with font pitch that can make print smaller or larger. My experience with HP printers has been that those machine hardware settings can have as much effect on the output as the software settings at the PC end. If you haven't tried those, give it a try. If you have, and you're pretty sure you have exhausted all other options, dump the thing in the nearest landfill, and go get a new printer.
