If I were Hillary, I would advise Elizabeth to do exactly what she is doing. I would look at her as a voice of reason for the Bernie supporters. Right now, they are in the death throes of their losing campaign and grieving. There are also a few contests left for his supporters to cast their votes even though it will not affect the outcome. The most effective use of E.W. is to be a calming force and act as a segue for BS's supporters in the aftermath of the primary. Although it might be "logical" for her to endorse Hillary now or even chastise the more rabid Berners, it is an emotionally charged situation. For that reason, it is more sensible for her to hold back and maintain what to them feels like their "trust" in the party through her continued neutrality.
