is the notion that those "400 super delegates" can't switch to Bernie anytime in the last year?

After he entered the race? After he introduced himself? After he campaigned? After they got to know him? After the primary voting?

And now, somehow it's "541 super delegates" who could switch?

Well, I guess my questions are answered!
