The point is that the Palestinians have rejected every plan for almost one hundred years, and they haven't presented a reasonable plan of their own. That's not negotiating in good faith is it? This plan is what the Palestinians get for not negotiating in good faith. If they want to break the cycle of losing by saying no, then they need to come up with some response other than no. Don't say yes to this plan, but at least say something more constructive than just no.
