I would rather have a shall issue FOID system similar to IL, and maybe even have it as a defacto CCW like Czech Republic. If the state maintains the records well enough, it could lessen the work load NICS call centers, like CCWs currently do. If someone ineligible is caught with a gun that can be traced to a 4473 with your name on it after the law is implemented (and it isn't in NCIC as being reported stolen), then make you at least civilly liable.
