Does the registry tie each gun to an individual?

What type of after registry laws are needed to make the registry effective in providing more safety or control?

Since 99+ percent of guns are never used in a crime or violence and in all likelihood the ones that are will not be registered, how long do you think it will take before the bad guns (unregistered) get filtered out of the system?

What sort of guarantees or safe guards would be tied to the registry to prevent gun confiscation from people law abiding enough to register their guns while the criminal guns are not being registered, ie law abiding gun owners disarmed while criminals are not?

Just curious if this is just aimed at another paper tiger (ignored action) or one with the intent to confiscate guns or is there a comprehensive plan that would register guns and protect law abiding gun owners and provide more safety to society?
