The District of Columbia may appeal the three-judge panel's ruling to the full appeals court, potentially a more favorable audience as seven of its 11 members were appointed by Democratic presidents. The three judges in Tuesday's ruling are Republican appointees.

That explains it.

{DC} Mayor Muriel Bowser did not say whether the city would appeal but noted in a statement that similar laws with concealed-carry requirements were in effect in some states.

Reminds me of approx 2007/08, when DC was the catalyst in appealing the heller decision to the supreme court, which of course backfired for the entire country as scalia altered the 2ndA into revisionist history with the individual rkba ruling.
But, still she'would not be appealing to supreme court, yet, so I say go for it, RUN BOWSER RUN!
