3. I don't know if incompetence is the right word,

I would call it pandering or grand standing. A convicted felon that is already violating state and federal gun control laws, have been given slaps on on the wrist for past violations, and is in the illicit drug business (how is that war on drugs working out?) who would still have no problem with getting guns.

Kind of like the Toronto mayor who claims that confiscating registered handguns from licensed owners will actually do anything about gang wars or the Pittsburg mayor claiming armed security at Jewish temples was "stupid" without explaining why, ignoring the fact that European temples, who have a longer history of dealing with antisemitic violence, have armed security. Sometimes parishioners with pistols or security with automatic weapons.
