5. To me this make prefect sense.

I know it doesn't really work this way in practice, but theoretically I would expect the teams that can promise a quarterback great coaching and great receivers and a great offensive line and great prospects of winning a super bowl would not need to pay its quarterbacks as much as a team that needs to build up.

For a losing team, paying extra for a top-notch qb might be a way to attract the other elements of a winning team.
