she is saying that she was unfamiliar with what had to be done with these particular documents and had told them she was going to get someone else who was familiar with it.
Which she did.
I don't know who is telling the truth here or whether it was just a general misunderstanding, but I think jumping to "lawsuit time" might not be the right conclusion.

I don't know the case law. Some states explicitly require notaries to perform their duties
