We can't persuade Repubs that Repubs suck. But we can persuade them that Trump sucks. And if they believe that then they won't vote. Presidential year turnout is much higher than off year turnout because they really care about who is President. A lot of these people don't know who their senator and representative are and won't come out just to vote for them. Give them no one to vote for for President and they will stay home. And Dems will sweep. The best strategy to win down ballot races is to focus on driving Trump into the ground.

The Dems strategists know this and Hillary knows this. That's why she isn't blasting Repubs in general. She knows that attacking Repubs as a whole will only make more of them mad enough at her to come out to vote against her. Better to just let them not be mad at her so they stay home.
