It stinks, no matter how you slice it. He would have had to have seen something that was cause for alarm, and he didn't, because he admitted he hasn't seen the content, so it becomes the equivalent of "there might be a spider in the barn, so let's just burn it down to be safe."

The Trump reaction is predictable and mind-numbing, the whole "there must be something explosive in there for him to have done this" meme, because of the shoe were on the other foot, Trump would be screaming that the letter went out without Comey's knowledge of the emails' content.
