Romney holds the land speed record for overturned vetos - approximately 700 of them. The last year he was in office, he issued somewhere around 200 vetos and all of them were overturned - many unanimously. In effect, Mass had no governor; the General Court wrote anything it wanted, sent it to Romney, waited a couple days for it to come back, and enacted it over his veto.
A Romney presidency was designed to be a power-behind-the-throne deal, and would have required flipping the Senate - which the Republicans expected to do. Lobbyists would have written the bills...ATR on budgetary matters, NRA on gun laws, Heritage on defense...a compliant Congress would have passed them and Romney would have signed them. Mussolini described Fascism as corporate control of the government. It is unkind to call people fascists, but that's what we would have been up against.
