Bernie Sanders introduced "The College for All Act" which raises the needed $750 billion with stock-transactions tax:

Hillary Clinton doesn't have a specific tax proposal for the $350 billion needed for her "debt-free college" plan.

With regard to Denmark, the Danes pay high taxes, but they're at the top in terms of happiness.
