then she isn't responsible either. If the actual vote itself doesn't matter, only the result, then it is logical that Clinton's vote also doesn't matter since the authorization would have passed even if she voted no.
If on the other hand you hold that the votes matter as a reflection of judgement, you can't let either of of the hook because it is the vote itself that matters most.
