Let me give an example of what I am talking about.
When I was a CPT in the Army, a soldier came to me very upset, saying a dentist had forced her to submit to a breast exam in order to get her wisdom teeth out.
The way the Army works, if you want to advance, you have to remain deployable. You are not, if you still have your wisdom teeth.
So this Army oral surgeon was using his position to essentially molest young female soldiers. He did not require breast exams of older or unattractive active soldiers. Nor were the exams done in a normal manner. For instance he had them strip in front of floor to ceiling windows with soldiers walking right by on the sidewalk, looking in. No privacy.
I fought this from the inside. Went to CID (police) and at first they wanted to convict but commanding General on post said no, end it here. So I went to the IG and it went all the way up to DA IG with no results. Went to DACOWITS, no result. In the meantime my chain of command was exerting great pressure on me to shut up because I had made it my mission on weekends to warn female soldiers wherever I could find them. Word was getting out, females brought escorts with them to clinic.
But no results until I resigned my commission and threatened to go to the press. And did in fact contact local newspaper who then contacted the incoming commanding general. Perhaps this new general would have fixed things anyway, but I wonder if the threat of the press was a factor.
Anyway yeah sometimes you have to go outside the box to effect positive change.
