I can see both sides. Personally, I know with some confidence that 80% of the alerts on me come from the same three or four people, who are coincidentally the top four spots on my jury blacklist. Luckily, despite being excellent writers worthy of Pulitzer prizes for fiction, their collective success rate is about 10%.

That said, I don't think that groups should become the rule-exempt zones that a 30 or 40 member long block list would enable.

So I think that the answers to your questions *should* be yes and no, respectively.
