14. Why does the Hillary and Bernie vote total more than Dem votes cast in Alameda County?

By over 34k?

The only ones who could vote in the Democratic Presidential Primary were supposed to be Democrats (284k ballots cast) and Non-Partisan affiliates (26.7K ballots cast), right?

Bernie now seems to have lost to Clinton in Alameda County by 11K votes, with the total number of votes for both are 318,844.

If every Non-Partisan voted in the Democratic Primary in Alameda County, that still leaves over 8K votes that came from where?
