I cannot answer your question.

Why did it say 100% Reported last week? Showing HRC at something like 56% and Bernie at 44% in one of the most progressive districts in the state?

only to learn that the counting wasn't even completed?!? one week following my check in at the Alameda CA13 county is showing a very different outcome.

The take away for everyone across the board, is simple and logical. An election result cannot possibly be called the minute polls have closed, or even a few hours later.

In a state the size of California, in terms of POPULATION alone?

Absolutely No One can call the election results with anything close to accuracy until all the ballots are counted, and there's no way it can be accomplished within a day or two even. Much less expect the results within minutes of polls closing.
