That Biden had not worked on banning busing, but on not requiring forced busing on a federal level, for the whole country. It's not the norm for the fed to dictate not only the results of meeting a legal requirement (integration), but also what method you have to use. All that matters is the result. You are free to get to that result however you see fit; local communities are in the best position to decide the procedures or combination of processes to get there, for their community.
