Booley is pointing out Bernie's views that NATO is behind the tension with Russia. Booley is also explaining Bernie's views that the our foreign policy made Russia hostile to the U.S. In other words, we were asking for it. You are saying that Bernie was not talking about NATO at all, rather he was talking about a separate parallel coalition. Those are two different positions.
