That reality always leaves something for the Sanders of this world to use by claiming Democrats are refusing to do it because it's so good and needed and they're really no better than Republicans.
Actually every Democratic president since Harry Truman has wanted universal healthcare, while Republicans have always opposed it. Hillary believes we need a guaranteed universal income, but hoped the numbers would be better in her second term. And Nancy Pelosi believes we need to destroy the ultrawealthy classes before they destroy us. Not that that's at all new with her, rather than an imperative just waiting for the power to make it happen. Obama actually made a start in spite of Republicans holding both houses, and Hillary was going to build on that but...
Where Sanders has a different idea is in the 1930s socialism he can't give away, much less sell, even after he shut up about seizing a long list of industries and institutions for communal ownership and switched to trying to deceive people that their roads and schools are really just socialism.
Not all ideas that haven't been implemented yet are good one, often the reason they're not; and not all ideas claimed by people are actually their own. In fact, in a world full of brilliant, aspiring people, they're usually not.
