I don't understand your rationale. Because Marc Elias who might be the author is an attorney and head of the "V;inton" Victory Counsel program doesn't mean he can write.
The report wouldn't fool anyone who has taken critical thinking at the freshman level of college, maybe even high school.
I evaluate writing for a living, including that of attorneys. I know what I'm talking about.
