Of course many, many communities want to fix this and are already implementing new technology such as ankle monitors and such, but an era of underfunding, defunding and taxes cut to the bone is greatly retarding replacement of the current cash-in system with a cash-out out.

If I were to vote in a presidential
primary today, I would vote for: Joe Biden
