Baucus hired her as the architect of the bill per Baucus's own comments in the previous article, and the Obama administration then hired her to oversee implementation of it.
If you think she was 'just a staffer', then I can't help. There's TONS of articles still live on the web, and it was a HUGE issue for Progressives that wanted real health care reform, especially since it required hiring a former industry insider.
Edit; would it sit better if I revised that to 'she was hired by Obama's senate committee to write the bill'?

The Obama Administration was tightly coupled to the entire process.
That's not a bad thing, but informs the language I chose in that paragraph.
