Definition: A small group of people having control of a country, organization, or institution.
Blowing one's money on campaign adds does not make one an oligarch.
For what it's worth, it is unclear that someone can "buy an election" by buying ad time. It is unquestionably true that ad time can buy you name recognition. It is unclear how that translates into votes.
