...I would say yes.

The last polls in Iowa had him at 29 and his nearest competitor at 24. +5.

It ended 26-26.


In New Hampshire, his final polls had him up 30-23. +7.

It ended up 26-25.


So yes, when people actually vote... he underperforms his pre-vote polls.

If I were to vote in a presidential
primary today, I would vote for:
Joe Biden
