Legalizing pot on a federal level would put us in contravention of the treaties.

Until the treaties are amended:

Some legal scholars have argued that the best approach is to legalize state by state and find a mechanism that would more or less force the legalization in any reluctant state.

That's how we got a national drinking age. Because one of the stated purposes of raising the age was to reduce DWI accidents and deaths, states that signaled a refusal to comply with the change were threatened with a loss of federal funds for interstate highways.
