Under the authorizing legislation, the secretary has the power to forgive all, or part, of student debt. There is no limiting language.
Tax bills must originate in the house. So, number 3 is a constitutional no go. Though a tax bill can be achieved with reconciliation. 90% (still lower than FDR) is not likely.
Neither the president, nor the secretary of education have the power to make landgrant colleges free so far as I know.
