Your pot reference only has bearing on how the Executive branch handles that issue at the Federal level and could be undone with the stroke of a pen by the next POTUS demanding the AG to reverse the previous AG's
Student loan money starts as a Legislative appropriation. DOE can dispense the funds per legislation that authorized the Federal funds with much leeway of course.
They have Zero authority to Disappear that money that belongs to all tax payers.
Again an EO can be undone by another EO........EO's don't make laws.
