I believe Republicans closed their primary and Democrats did not. I think allowing the decline to state voters to vote as Democrats was a great marketing tool for the Democratic Party, a form of outreach to those who dont wish to officially self-identify.
At the same time, I can also understand wanting to close it off.

Actually, they aren't Sanders 2016 voters, they're people indicating support for his 2020 run.
