that ALL citizens over the age of 18 have a right to vote.

I am not sure I agree with him, while in jail it may be appropriate to lose that right like other rights are lost - freedom to go where you want, etc.

Then again, barring any citizens from voting leaves racist Republicans a way of cutting off rights to “some” citizens. In some states, jail time means losing the right to vote for the rest of your life, other states block the while in jail and on probation only. Racist states limit rights if at all possible and Sanders does not want to leave wiggle room for denial of rights for anyone.
